Conducted from July to September 2023 by a regional interagency team, the assessment aimed to understand refugees\u2019 access to basic services, identify service gaps, and determine refugees\u2019 priorities for the coming year. The data will inform the 2024 Refugee Response Plan, guiding funding and planning requirements for the continued refugee response in Romania. Key focus areas included the in-country refugee population, current level of access to services and how needs are being met, and refugees\u2019 self-reported priorities moving forward. The comprehensive interagency effort provides a critical information baseline to shape an effective, evidence-based humanitarian response.","geog_coverage":"Country","analysis_unit":"Household","universe":"Households fleeing Ukraine: The assessment aimed to evaluate the profiles and urgent needs of these households as part of a regional exercise for the Ukraine Situation.","data_kind":"Sample survey data [ssd]","notes":"The scope includes: \n- demographics \n- cash and livelihoods \n- protection \n- health \n- education \n- accommodation \n- accountability \n- feedback on humanitarian assistance","nation":[{"name":"Romania","abbreviation":"ROU"}],"keywords":[{"keyword":"MSNA"},{"keyword":"Ukraine refugees"},{"keyword":"Needs assessment"}],"topics":[{"topic":"Health"},{"topic":"Protection"},{"topic":"Food security"},{"topic":"Education"},{"topic":"Livelihood and Social cohesion"},{"topic":"Gender Based Violence"},{"topic":"Child Protection"},{"topic":"Mental Health and Psychosocial Support"},{"topic":"Cash Assistance"}],"coll_dates":[{"start":"2023-07-25","end":"2023-09-25"}]},"method":{"data_collection":{"sampling_procedure":"The 2023 Multi-Sector Needs Assessment (MSNA) in Romania employed a probability-based, stratified sampling method. The sample was stratified by key variables, including geography and accommodation type (inside or outside collective sites). This method aimed to ensure diverse representation of Ukrainian refugee households across different regions in Romania. A total of 1,222 households were randomly selected within these strata, focusing on capturing the needs and priorities of refugees in urban and rural settings.
