Conducted between November 2024 and January 2025 by the Norwegian Refugee Council, the household-level survey covered multiple thematic areas, including housing, health, protection, education, livelihoods, and WASH.\n\nIn the Ugandan context, statelessness primarily affects communities excluded from the 3rd schedule of the 1995 Constitution and therefore not recognized as official tribes, which prevents them from obtaining national identification. These include the Maragoli, Benet, Bakingwe, Bagabo, Bahaya-Baziba, and Sabaot, as well as other non-indigenous groups such as Asians, Somalis, and long-term refugees in protracted displacement. While community leaders estimate that around 67,000 individuals are at risk, the 2024 national census identified only 9,000.
