In response, the World Bank conducted the first round of a welfare monitoring phone surveys between October and November 2024, nearly 18 months after the conflict began. The survey focuses on four key themes: food insecurity, displacement, household assets, and mental health. It is based on a probability sample of 1,323 respondents across 13 states, excluding the five Darfur states due to unstable network coverage during data collection.
The survey is based on a probability sample of adult Sudanese (aged 18 and above) with mobile phones, spanning 13 states: Al Jazirah, Blue Nile, Gedaref, Kassala, Khartoum, North Kordofan, Northern, Red Sea, River Nile, Sennar, South Kordofan, West Kordofan, and White Nile. Respondents were selected through a one-stage random sampling process from a frame comprising 45,000 phone numbers from all over Sudan provided by the implementation partner, supplemented by approximately 1,000 numbers gathered during household listings in focus group discussions. The implementation partner made up to seven call attempts per number when initial contact was unsuccessful—whether due to unanswered calls, missed connections, or respondents being unavailable to complete the interview.
The survey achieved sufficiently large sample sizes in 13 of Sudan’s 18 states. However, due to unstable or limited network coverage, the sample size in the five Darfur states was too small to allow meaningful analysis.
Computer Assisted Telephone Interview [cati]
The first-round questionnaire incorporated standardized tools to ensure data quality and comparability. Food insecurity questions were adapted from the World Food Program’s established indicators, while the mental health module was based on the PHQ-8 (Patient Health Questionnaire) and GAD-7 (Generalized Anxiety Disorder) scales. The survey instrument was initially developed in English, then translated and administered in Arabic. It covered four core sections: food insecurity, displacement, household assets, and mental health.
1. Organization of the fieldwork: The survey was implemented using Kobo’s CATI (Computer-Assisted Telephone Interviewing) platform by a dedicated team of trained Voluntas enumerators operating from a centralized call center. The team comprised 23 enumerators and 4 supervisors, with each enumerator conducting individual phone interviews.
2. Data: Data from completed and partially completed interviews were uploaded daily to ensure timely monitoring and quality control.
3. Respondents: Each household interview was conducted with a single respondent (typically a knowledgeable adult or the head of households) who could consult other household members when needed to provide accurate responses.
Voluntas organized supervision using interval recording and random call back of a sub-sample. There were 23 data collectors and 4 office supervisors.
To account for the survey design and correct for unequal selection probabilities, household and individual weights were constructed using a maximum entropy approach.
