Description: Safety net programs refer to non-contributory transfer programs that seek to protect the poor – or those vulnerable to shocks and poverty – from falling below a certain poverty level. Non-contributory programs are programs
that the person did not pay into over the course of their life. Safety net programs can be provided by the public sector (government or aid donors) or by the private sector (NGOs, private firms, charities). Safety net transfers include cash
transfers, food-based transfers, and in-kind transfers (all described below).
