The 2023 Multi-Sector Needs Assessment (MSNA) in Hungary was carried out from June to August 2023 with Ukrainian refugees currently residing in Hungary. The assessment aimed to understand refugees’ needs and access to basic services, focusing on priority areas such as health, protection, food security, education, livelihoods, gender-based violence, mental health, cash assistance, and legal needs. Conducted by TARKI Social Research Institute and IOM, the MSNA used a structured questionnaire and surveyed both households living in collective sites and private accommodations, with stratification based on geographic area and accommodation type. The findings will be used to inform the 2024 Refugee Response Plan for Hungary, ensuring an evidence-based approach to addressing the urgent needs of refugees.

The sample for the 2023 MSNA in Hungary included 682 households, representing 1,511 individuals. Of these, 32% were residing in collective sites, and 68% were living outside of collective sites. The sampling was purposive, with households selected based on geographic coverage and accommodation type (inside or outside of collective sites). Stratification by accommodation type was also applied to ensure coverage of different living situations, though the data is not statistically representative and the results are indicative. Two separate microdata files were produced, one at the household level and another at the individual level.
