UNHCR engaged its partner, IMPACT Initiatives, to conduct the Results Monitoring Survey (RMS) in Myanmar as part of its broader approach to monitoring and evaluating the impact of interventions for populations of concern, including refugees, internally displaced people and stateless individuals. The RMS is a standardized survey designed to assess living conditions, protection risks and overall well-being across different geographic contexts, covering both directly and indirectly assissted populations. Findings from the RMS inform UNHCR's operational planning by highlighting key challenges and emerging needs, supporting timely and rights-based responses. The survey also contributes to strategic planning and advocacy, in line with UNHCR's multi-year objectives, and strengthens accountability to affected populations and other stakeholders.

Data collection was conducted using a structured, quantitative household survey. Stratified random sampling was applied for face-to-face interviews, while non-probability quota sampling was used for remote, phone-based data collection. This hybrid approach allowed the methodology to adapt to Myanmar’s evolving security context, with remote surveys implemented in locations where in-person access was not feasible. Target sample sizes for each township were determined using population-estimate datasets covering the relevant states, regions, and sub-regions. In total, 2,930 interviews were completed, including 1,625 with internally displaced persons (IDPs), 1,193 with IDP returnees and 112 with non-displaced stateless individuals. Of these, 1,858 interviews were conducted in person and 1,072 remotely due to access constraints.
Weights were calculated to adjust for differences in population sizes across various states, regions, and subregions for each population group.
