Household living conditions in Sudan have been evolving rapidly, necessitating timely monitoring. In response, the World Bank conducted the third round of a welfare survey between February and March 2025, nearly three months after the second round. The survey focuses on four key themes: food insecurity, damage assessment, social cohesion, and access to financial services. It is based on a probability sample of 3,058 respondents across 18 states.

The survey is based on a probability sample of adult Sudanese (aged 18 and above) with mobile phones, spanning all 18 states. Respondents were selected through a one-stage random sampling process from a frame comprising 45,000 phone numbers from all over Sudan provided by the implementation partner, supplemented by approximately 1,000 numbers gathered during household listings in focus group discussions. The implementation partner made up to seven call attempts per number when initial contact was unsuccessful—whether due to unanswered calls, missed connections, or respondents being unavailable to complete the interview. In regions with insufficient or unstable network coverage, such as Darfur and Kordofan states, we adapted our methodology to ensure comprehensive data collection by implementing a robust random walk sampling technique.
To account for the survey design and correct for unequal selection probabilities, household and individual weights were constructed using a maximum entropy approach. The 2022 Labor Force Survey serves as the reference dataset, with its geographic distribution adjusted to reflect displacement patterns based on the International Organization for Migration’s Displacement Tracking Matrix (March 2025 update).
The third-round questionnaire incorporated standardized tools to ensure data quality and comparability. Food insecurity questions were adapted from the World Food Program’s established indicators. The survey instrument was initially developed in English, then translated and administered in Arabic. It covered four core sections: food insecurity, damage assessment, social cohesion, and access to financial services.
