    Abstract

    The Results Monitoring Survey (RMS) is a key UNHCR tool used to gather information on persons of concern who have received direct or indirect assistance. This household-level survey aims to assess the impact and outcomes of UNHCR interventions across various areas affecting the targeted populations, including education, health, livelihoods, protection, shelter, water, and sanitation. In Niger in 2025, the RMS covered 2,240 households (refugees, asylum seekers, internally displaced persons, and host communities) across six regions. It is part of a series of RMS surveys conducted in multiple countries to enable UNHCR to evaluate and adjust its assistance programs. The survey reveals uneven progress in achieving the goals of the 2023–2025 multi-year strategy. Positive outcomes include universal access to legal identity and a 92% rate of access to health services. However, several critical challenges remain: birth registration is still inadequate (59–70%), access to sanitation is alarmingly low (less than 4% have access to safe toilets), school enrollment remains limited (65–73% in primary education, 6–9% in secondary), and financial inclusion is very low (only 16% own a bank account). Protection against gender-based violence (GBV) also requires greater attention, with only 65% of respondents aware of available GBV services. The data collected enables UNHCR to identify necessary adjustments to improve the lives of affected populations. Priority actions include strengthening civil registration systems, urgently improving WASH and housing infrastructure, expanding access to education and social protection, and promoting financial inclusion. This data will help adapt intervention strategies and inform the next planning cycle, ensuring a more effective response to the needs of vulnerable populations in line with national and international commitments.

    Sampling Procedure

    The sampling strategy employed for the survey involved dividing refugee settlements into four zones based on cardinal directions, randomly selecting blocks within each zone, and systematically sampling households within those blocks using intervals determined by the total number of households, while for phone-based interviews, lists provided by UNHCR were randomized and respondents were selected proportionately by nationality.
