Community-Based Protection Monitoring (CBPM) is UNHCR’s primary tool for identifying and tracking protection needs and risks among forcibly displaced, returnee, and host populations in Afghanistan. It collects data on barriers to accessing assistance and services, coping strategies of vulnerable groups, rights violations, and key drivers of displacement and durable solutions for internally displaced persons (IDPs) and returnees.
CBPM generates both qualitative and quantitative evidence to inform the timely design and implementation of programs, supporting decisions and actions aimed at improving the protection environment over time.
The dataset was collected by UNHCR during the second half of 2025 and covers refugees, returnees (including undocumented returnees), IDPs, and host communities. Key thematic areas include access to assistance, rights violations, safety, shelter, and basic needs.
