    Abstract

    In the wake of the large number of Ukrainian refugee arrivals in Romania in 2022, there was an urgent need by the humanitarian community for rapidly available information on refugee's needs to inform humanitarian programming and strategies for both immediate and long-term interventions. As a result, REACH Romania, in partnership with UNHCR and humanitarian actors, conducted a multi-sector needs assessment (MSNA) between October and November 2022. The aim of the MSNA was to provide a comprehensive, evidence-based understanding of the multi-sectoral needs of Ukrainian refugee households living in collective sites and in the host community to inform the strategic response of UNHCR and partners.

    The MSNA was implemented through a quantitative approach, in which primary data was collected through a structured survey which include questions at both the household and individual-level related to demographics, livelihoods, protection, health and nutrition, education, accommodation, intentions and accountability (humanitarian assistance).

    Due to the lack of complete data on the location and profile of refugees residing in Romania, a non-probabilistic purposive sampling was used with a target sample proportional to the estimated number of refugees per stratum (collective sites and host community) and geographical unit (judets). Although not statistically representative and generalizable to the whole population of interest, results allow for indicative inferences about the population. The assessment covered a total of 716 HHs in Romania with data collected between 12 October and 1 November. This datasets is an anonymous version of the original dataset, produced for publication under Licensed Use on UNHCR's Microdata Library.

    The sampling frame for refugees living inside the community was produced using the estimates from UNHCR in Romania. For the refugees living in collective sites, the sampling frame was developed based on the number of hosted refugees reported by the Department for Emergency Situations (DSU) - Ministry of Internal Affairs. For more details on the methodology, please refer to the Terms of Reference.

    The sample was purposive for HHs living inside the community (598 households), and in the collective sites (118 households).

    Sample weights reflect the proportion of the sample compared to the estimated number of refugee households living inside collective sites and with host communities.
