    Abstract

    This panel survey data covers two waves of interviews (baseline in 2020 and endline in 2023) with refugee participants in livelihoods cooperatives in Ethiopia's Somali Region. The cooperatives focused on crop agriculture, meat-selling, solar energy, and prosopis/briquettes. The surveys gathered demographic, socioeconomic, and health data on the individual participants. Baseline had 515 respondents, endline had 394, with 77% overlap between the two waves. The data is not representative of the general refugee population in the region. It provides insights into livelihoods programming for refugees in Ethiopia.

    Sampling Procedure

    The survey employed a full census approach targeting refugee members from selected cooperatives in the UNHCR-supported livelihoods projects in the Melkadida sub-office operational area. The cooperatives included four in crop agriculture, five in meat-selling, five in solar energy, and one in prosopis/briquettes. All cooperative members were surveyed during both the baseline (2020) and endline (2023) phases. The sample included 515 respondents at baseline and 394 at endline, achieving a response rate of 77% at endline. This approach ensured that all members of the targeted cooperatives were included, but the data is not representative of the general refugee population in the region. No sample weights were applied.

    Questionnaires

    Income, food consumption, expenditures, assets, community relations, wellbeing, resilience, mental health, health, and cooperative activities. Specific topics included savings, loans, food security, income sources, assets, shocks, healthcare access, aspirations, and cooperative modules. The multi-topic questionnaire provides insights into the socioeconomic situation and cooperative participation of refugees in Ethiopia.

    Data Collection Notes

    Local trained enumerators conducted computer assisted personal interviews for the baseline in 2020 and endline in 2023. Different organizations collected the baseline for some cooperatives while oversight was provided by TANGO International during the endline survey.
